The HRD ministry’s desire to set up 10 private and 10 public total 20 world class institutions has hated the backbone of law ministry, The law ministry has objected to additional committee related to the provision in the regulation highly resources said.
The Law Minister also said what happened to power regulatory of education like UGC? Would it not create another regulator to some extent? They also said how can be an empowered committee be given the unlimited powers to select the institutions and regulate them as these institutions are run through regulatory not through any law passed by the parliament, there is a fear of lack of insurability sources said.
The HRD ministry is ready for its counter arguments later in a few weeks after receiving the comments of law ministry, But the major problem for HRD ministry is how to maintain a balance between the arguments received by the law ministry and their accountability and PMO that would like to give absolute autonomy to world class institutions.
It is a tough exercise to be found a median between two utterly opposite views as PMO who is also not in favor of the decision made by the UGC related to admission norms, fees and salaries adding that 10 proposed public world class institutions could face demand for reservation.
